3. animal testing
Israel has a unique institution which is an NGO, the Hevra le haganat hateva, the SPNI. They have been acting for over 50 years for the preservation of nature in Israel, and in the rest of the world as a consequence. They have often been, atr the forefront of what became later universal fights. Their action for the protection of animals, and the passage of a law about it in the Knesset was important, but, as is often the case in Israel, many laws are violated without punishment.
The practice of animal testing is severely controlled in all advanced countries of the world, and all laws in Israel, religious and secular, prohibits the common practices in this field, but who enforces the law ? This leads to generalized corruption eventually.
It is true that police is overwhelmed by its tasks with very little bugets, but citizens can help. In the same way as the law has allowed the creation of citizens with powers to address violations of pollution laws, there should be the creation of a corps of volunteers, under state control with powers to verify that wherever animals are used for any type of human use, they could control that the laws are not violated, and give fines if necessary.
