Make sure that anyone caught with drugs face the harshest punishment possible.
Also, make sure that the crime is clear on their record. People who are weak enough to use drugs are what we call a 'red light,' they are usually rejects, have psychological problems, and even mental disablities, they also have a higher propensity to engage in violence. A clear and bold mark should be placed on their public records, so that employers, universities, loan and leasing companies, and countries KNOW what type of person they are associating with. This is a crime that should be met with eternal consequences.
Drugs destroy and kill, and it is our role as a society to protect those who cannot protect themselves - whether they are psychotic, extremely depressed, or simply have a criminal personality - not just for their own good, but for the good of us all.
If you turn a blind eye to a problem it only worsens, how many more Jewish minds must be ruined before something is done?
I was watching the News the other day, and a young Jewish boy - the son of Ron Shapiro - he was in Harvard Law School, and died of an ecstacy overdose. Is this the fate that future generations face? Don't rationalise and make justifications, DEAL WITH THE PROBLEM!
