It is ironic that your report pointedly leaves out the names of any of the 13 arrested. Only from the statement of the victim's brother do we learn they are Arab or Muslim (surprise surprise) because they quoted the Koran over the phone to the family. This is the regular, unfortunately expected, behavior of Muslims today. Attack, kill, maim, terrorize and destroy, commit horrendous acts against Jews, Israel, America, Christians, the West in general (in that order), and get a pass from the spineless, sycophantic world media. If you read the description of what happened to Halimi (tied to tree, naked, burns on body), then how can you NOT conclude that this was a hate crime against a Jewish man, and was not simply a kidnap for ransom. Was it anti-Semitic? It was inhuman whatever label you give it. My thinking is that the torture of Hamili was most definitely motivated by his kidnappers discovering that he was a Jew. There is no other compelling reason to multilate a total stranger, except to send a message to others.
