I do not think that would be possible under any Arab government: I simply would not feel comfortable visiting an Arab regime such as Iran with its menacing stance since I do not know anyone there who I would want to visit. Maybe the existing official programs just have not been well-publicized. Europe has for example programs where one can work for a year in Europe. I think that if Israel can deal with these people, that it would be sensitive if there were a program to allow Jews to work in Israel for a year or two, without signing up for Zionist citizenship, legally speaking. The Arabs complain about their not being allowed to work inside Israel unhampered. But, also we Jews outside of Israel are not officially permitted to work for a mid-term basis of more than a couple of months as non-resident aliens, and I personally have no violent intentions against the Zionist regime whatsoever. I feel sad that there are those who complain that the violent Arabs do not have access to the Israeli market for a year, but the same applies even to the peaceful Jews of other citizenships aside from Zionist. It is a proportional response already in restricting the Arabs from working in Israel who are not Zionist citizens.
