Even so, morals & values (as opposed to the halacha) change over time but have a steady base: The Jewish morals & values of, say, two centuries ago are different than the ones we have today but they are both rooted in the same base (Judaism). Jewish culture & values, together with humanism, are the reason that there is something like human rights and human respect. I am sincerely very proud of that fact. So be effective (high penalties and administrative detention) towards terrorists, but do not blame and convict people based on their religion or race. Base your judgment on their actions and intentions.
