The difference, Ken, is that the IDF tries to avoid non-terrorist casualties and apologizes for such injury and loss of life (albeit that it's little comfort and not compensation). When Israelis--elderly, children included--are blown to bits, the response in the PA is dancing, firing guns into the air, handing out candies to kids--you know, signs of regret that they "just had to do it and gosh we're sorry about the mess!". This term "cycle of violence" is one of these nonsense phrases that show a lack of understanding of this situation--the sort of gibberish that you'll catch plenty of on the BBC, CNN, Reuters, and other such bastions (ahem) of balanced reporting.
