I served in the British military - artillery shells can be very accurate but sometimes fall wide or off target. This is rarely the case with surgical strikes by missiles from the air. If these shells do transpire to be Israeli then questions will need to be asked. Having said that, as long as the Hamas PA continues to allow the unhindered activity of terrorism groups who continue to fire at Israel from civilian areas, then the danger of further such incidents will not go away. Israel is damned if it does and damned if it doesn't. It has a duty to protect it's own people.
