Maybe the problem is also in the law, as to what prison sentences can be given for such crimes. Maybe the Ministry of Justice has to establish a minimum of say several years of imprisonment, and concurrently a very large fine of tens of thousands of shekels. Unfortunately it is often the financial side that has the stronger preventative measure.

This is a world-wide problem which we in the US are trying to deal with and many have come to the conclusion as I stated above that these monsters can never be rehabilitated so should not be released. Communities are trying to isolate them from children by not allowing them to live near schools or playgrounds but this cannot help because where there is a will and it is a driving force, there is a way.
