They can't be serious. Considering the condition of their army, the total lack of military parity (working against them), and a remarkably fragile regime, it would be a fatal mistake. Yes, they have a lot of rockets and can do a lot of damage initially, but over a period of even a few weeks it would turn into a disaster for them (and I suspect they know it).
