Firing indiscriminately at civilians is the behavior of a nation shaken to its core by a bunch of ragtag fighters. The Hezbollah terrorists have been launching rockets into Israel from the vicinity of that demolished building and they used to take shelter in the structures of this neighborhood after launching the rockets. In addition, the civilian population has been warned to leave this area since Israel is going to hit it. The death of civilians is very regrettable but unfortunately, these are the consequences when terrorists use civilian population as a human shield and the blame therefore, is squarely on Hezbollah.

On October 27, 1983, President Ronald Reagan said of Lebanon that "Our role is to help the Lebanese put their country together, not to do it for them." Nearly 23 years later, the Lebanese had still not put their country back together - even after the Syrians left. Reagan also said "...the multinational force was created to help stabilize the situation in Lebanon until a government could be established and a Lebanese army mobilized to restore Lebanese sovereignty over its own soil as the foreign forces withdrew." Lebanon, far from even trying to take over the south from Hizballah, deliberately chose not to. Whether this was because of the pro-Syrian leanings of the President of Lebanon, or a Prime Minister who didn't feel up to the task and responsibilities demanded of a national leader in a country like Lebanon, doesn't matter. Lebanon is increasingly rubble because the Lebanese didn't take responsibility for their own affairs - when they couldn't, it might have been understandable. But even when finally permitted to, they didn't...that was a deplorable, deliberate choice. And the people at Qana were only the latest to pay the price.
