Hizbullah attacks everyone,. however the Israeli government was considerate enough to evacuate most of the civilians from the North, and whoever didn't leave is hiding in bomb shelters. So mostly only soldiers and the police are outside, and are the ones getting hurt. Meanwhile Hizbullah is launching hundreds of rockets into Israel, often while using apartment buildings in populated neighbourhoods to do that, effectively using their own civilians as a shield as part of their psychological warfare. The answer is: Hizbullah are cowards and do not give a damn about their civilians. Israelis are taking every possible measure to protect their civilianss, so they're getting hurt less.
