I am not callous. I cry for every Israeli in this conflict. However, it should be known, as you may well know already if you read Ynet and not CNN, that the lack of shelters in Arab neighborhoods is because they are residential and shelter should be built on building codes. Most people in those communities do not adhere to the codes as elsewhere around the old. People get away with it here in NYC too. It is even more complicated by the fact that if israeli authority comes an says one must be built, there is dispute over the land and ownership rights.
