When the germans invaded Russia, the had pretty much the same problems in regions that supported defense of partisan units (e.g. Pripjat). They didn't care a rats ass for these and went straight through with their battle units - in order to set up the desired front lines. Afterwards, specials units were created which had completely different task profiles and were specialized for these battles. Normal army soldiers would have been a total waste for this.
