NO! NO! NO! You ignoramous! The forth Geneva convention excplicitly refers only to the territory of a 'high contracting party' which means a soveriegn country. The West Bank certainly does not and never did fall under that catagory as Jordanian rule wasn't recognized and they renounced their claim anyway. The Palestinian Authority isn't a soveriegn state. That law in any case was added to prevent a country from DEPORTING it's own citizens to a foreign country.
