I wouldn't put much faith in the CIA. They have been wrong many, many, times. I remember the CIA report warning Congress about the growing strength of the Soviet Union. Six months later, the Soviet Union collapsed. They did not do so well detecting the 9/11 terrorists nor have they done such a good job since. They were similarly off the mark before the Iraq war.
