Question: Since this "toy factory" was found in Gaza and, as you suggest, the IDF doesn't know where to find the source for the little, booby-trapped cars, doesn't it stand to reason that those cars hadn't come from Israel, at all, but were only meant to look as if they had? With respect to the bears, there are two possibilites: 1) They were, in fact, meant for Jewish kids or 2) they were intended to be given to Pali kids, but making it look as if they had come from Israel.
