they didn't "exploit " the holocaust. the reason the holocaust led to the founding of israel is because when zionism started, people like herzl were saying, we'll never be fully accepted, while the reform movement was saying, we can be good German citizens while being jews, we don't need our own land. and germany was a country where Jews were thriving. but then suddenly this cultured, civilized, modern country went crazy and started killing people whose families had lived in Germany for hundreds of years, people who identified themselves as German. That was when the reform movement changed its stance regarding Israel, the shoah had proven Herzl right. "The zionists" didn't "exploit" the holocaust; what happened won over many people to the cause. the zionists didn't have to do anything, people just read the newspapers and decided zionism was right.
