The borders to Gaza are substantially controlled by Israel, and therefore, Gaza probably remains under occupation, at least is not fully independent. As for the water issue, It is well documented that Israeli settlers receive and consume significantly more water than their Palestinian neighbors. It is also well documented that Palestinian water resources have been and are appropriated by Isarel with little regard to Palestinian need.
