I wouldn't worry to much about the "impact" of those Refuseniks. Although I don't have a clue about their receptions in Jewish communities, I'd be willing to bet that from 80% of non-Jews they'll get mostly blank stares, because those people won't know what they're talking about. When all our representatives don't fight for our land, don't show pride in our settlements, expel Jews from their homes, freeze construction in our own communities, what can we expect the result to be? The people who do this know that they will be criticized as you are doing to them. Every country, at a time of war, commits human rights abuses. The abuses committed by IDF soldiers damage Israel's identity as a moral army. Members of Breaking the Silence expose these human rights violations to a group that is very influential in Israel: the pro-Israel lobby in North America. I have relatives in Meah Shearim and I have met NK members personally. I think they are retarded freaks. When I was in Toldos Ahron shul once, I asked if anyone could change a US travelers check. There is no question that Israel has problems amplified by dissident groups. A lot of the grievances are justified and some are not. We support freedom of speech. We do not support washing our dirty laundry all over the world. We cannot support those groups who get money from adversaries of Israel since it bribes them to accept anti Israel dogma. We should not support those who get money from anarchist organization either. Moreover, American/European public have very little understanding of the situation on the ground and have no instruments to judge what is going on. What we need is a government body, a minister, that will bring all the willing dissident groups together to serve as an advisory board for the government of Israel. After all the dissident groups, we want to believe, want to make changes, not to use their grievances as a publicity stance, to raise money.

While I don't disagree with you, we need to keep in mind that it's these Israelis who have to live with the fallout (no pun intended) from this kind of stunt. If it causes Americans to reconsider their support, it's Israel that's going to suffer.

The answer to these anti-IDF tours is simple. The IDF should adopt a code of conduct based on the principles of Hillel: Don't treat another in a manner in which you would not want to be treated. According to Hillel this was the core of Judaism. A Jewish army should treat the citizens of the West Bank with a higher level of respect than it does currently.
