3. #2 is right - nepotism is disgraceful
Also, this disaggregation occured in the mid-1990's with the monopoly Electricity Commission in my home state of New South Wales. It now consists of several generation companies, one transmission company (which is a heavily regulated monopoly) and 3 distribution (retail) companies. All are state owned corporations.
Australia still has some of the lowest rates for electricity in the world because now all the generators and retailers must compete with each other...
