The workers will reject it because they are the best paid in Israel. They have the best working conditions and free electricity. Chevrat Chashmal has been voted the best company to work for every year. You cannot get a job there unless you have a family member working there. Essentially us citizens pay tax to support these privileged workers

3. #2 is right - nepotism is disgraceful
Also, this disaggregation occured in the mid-1990's with the monopoly Electricity Commission in my home state of New South Wales. It now consists of several generation companies, one transmission company (which is a heavily regulated monopoly) and 3 distribution (retail) companies. All are state owned corporations. Australia still has some of the lowest rates for electricity in the world because now all the generators and retailers must compete with each other...
