They're not. Obviously they are serving anti-Israeli interests and no fig leaf of temporary 'balance' will hide this. HRW doesn't even have a nodding acquaintance with human right and that goes double for the rest of those NGO front organizations that support, propagandize and enlist on behalf of the worse human right abuses in the world.

I wouldn't be surprised if this seeming epiphany was the result of a decline in their donations.
