Hez can fire those 20,000 rockets AND Hamas has Qassems and Grads. So, what's an Israeli planner to do? It's all about policy, foreign relations, the EU, the UN, the big 4. If Syria understands the consequences of an attack on Israel, AND Israel fights like a modern army (not as in Lebanon), once those Scuds are fired, Syria has nothing left. Yes it has 600,000 troops, but these are meaningless against Israel's airforce and it's own missiles. It would be a slaughter. Israel's backup are of course 100-400 tactical and strategic nukes, with high fusion explosives (more than Hiroshima). Iran would have to show it's cards. It is not ready to take on Israel and maybe the US. Bottom line: Syria is huffing and puffing right now, trying to mitigate it's problems in Iraq and Lebanon. It's a losing game for it.
