I've found from my experience that communities often tend to reflect the socioeconomic status of their inhabitants: wealthy people have resources to maintain the aesthetic value of their communities; the poor generally do not. I do not believe that Mr Lukashenko is antisemitic, rather I believe he has taken the very convenient deflection of blaming Jews.
