This just shows how desperate the Bush administration has become as all their Mid-East policies are falling to pieces. They think they can fix everything with money, as if this is an economic problem. As in Iraq & everywhere else in the Mid-East, the problem is not economic but ideological. Contrary to their expectations, this will only fuel conflict - for the average man on the Arab street, this will be viewed as American bribery to a corrupt American pawn (which is partially true). For the PA, it will empower them to be less responsible, they will see it as complete support for their positions making compromise even more unattainable. The money will be mismanaged, squandered, embezzled, used to fund terrorism, & will be as always, money down the Palestinan toilet. Have no doubt that there are also some unscrupulous Israeli politicians & businessmen who see this as a windfall - don't kid yourself, our businessmen do a lot of business in the territories often in partnership with corrupt Palestinian politicians. If you want to see how successful this American largesse has been, look at Iraq. It has become a sinkhole of corruption & mismanagement where literally billions of dollars have gone into the black hole of Arab corruption. Abbas & his collection of corrupt cronies have no support. Granted, Hamas is not as popular as it was before the Gaza take-over, but the resentment in Palestinian society towards Fatah, the absence of support for any concessions on their part, & the presence of a large minority of IDEOLOGICALLY motivated opponants of the very idea of a Jewish State, makes this American effort an excercise in futility. And we will pay for this in Jewish lives as the "peace process" turns into another intifada, financed by the USA.

This is a very positive move and if they and the PA can ensure that money is not siphoned off to corrupt business (be they American, Palestinian or Isreali) then the infrastructure projects can certainly improve the the lives of the Palestinians. I agree that terrorism is fanned by ideology . Which is why the Palestinian fighters are called Militants by everyone around the world except by Bush and Israel. The Palestinians are resisting. After 9/11 Israel immediately lumped the Palestinians in the 'war on terror' camp although there is no evidence that Palestinians have been involved in any terrorist activities. Other than resisting israeli occupation I haven't seen any examples of Palestinians 'terrorising' the West or exporting their 'ideology' outside of Palestine. Unlike the 9/11 people of course. 'Terrorism' is not just suicide bombs. Terrorism is collective punishment, walls, bulldosers, tanks, incursions, road blocks, economic strangulation. That is terrorisism wouldn't you say? Also, again I ask where was hamas before 1946? Were the Palestinians 'terrorists' before 1946? Answer: No Why?
