Your claims in your post conflate the Balfour Declaration with the United Nations resolution that called for splitting Palestine between a "Jewish State" and an "Arab State". That's the source for the demand that the "Arab" side of the equation recognize the "Jewish" side, as the Jewish one will be willing to recognize the Arab one. Secondly, what you missed about the phrasing of the Balfour Declaration was that it offered non-Jews "civil" and "religious" rights. The only part in that declaration to receive "national" rights was the Jews. If the matter between us and the Palestinians were merely one of religious and civil rights, then Begin's proposals that would have offered "cultural autonomy" to the Palestinian areas within the WB and Gaza while retaining Israeli sovereignty would have been consistent. The problem is, and always has been, that since the 1947 resolution the Palestinians have won for themselves rights that no other nation had before, such as the ability to inherit refugee status, the ability to have their civil rights upgraded to national rights when they met none of the criteria of the Montevideo Conference (which was Int'l law) regarding "self determination" as a prerequisite for earning national rights, and many more. If all the do gooders who bash Israel and worship the Palestinians, makign them the equivalent of 19th century Romanticism's "Noble Savage", would only have cajoled the Palestinians to be more realistic, they'd have a state by now and thousands of people who are now dead on both sides would be alive and well.
