Collective punishment is not a war crime and the GC don't say it is. It only rises to such if the collective punishment is meted out in response to acts of individuals. However, what we have is: 1) Fatah, Hamas & IJ all being involved in terror 2) The three parties hold more than 90% of the seats in the PA Parliament 3) The PA also refuses to act against other parties performing terrorist acts. Both the PA's involvement and inaction are collective actions and the response to limit electricity is completely legal and justified according to the GC. Expecting Israel to supply electricity to people who want to kill them is NUTZ! Perhaps the Gazans will PAY ISRAEL for the electricity & electrical infrastructure. But, until this is worked out, Israel is under NO obligation, that I can see, to provide electricity to people who want to kill Jewish Israelis & who keep firing rockets.
