There are indications President has or will recognize the International Criminal Court's jurisdiction on Americans. That will result in US Army officers and officials being issued warrants in foreign countries if they travel there. Dichter has a diplomatic passport and can not be arrested in any country for anything period. That is international law and is superior to any laws in England. Even if he did not have a diplomatic passport his actions took place while he was in the government again those actions mean that the English laws are illegal.
