On 17 February 2005, the Minister of Defense announced a cessation of punitive house demolitions. From October 2001 (when house demolitions as punishment began again after a break of almost four years) to January 2005, Israel demolished 668 homes in the Occupied Territories as punishment. In addition, the IDF partially demolished two homes (one in Dec. 2001 and one in July 2002), and sealed three houses (in Jan. 2003). In Feb. 2002, the IDF began demolishing another home during the arrest of a suspect, and the demolition was completed after the individual left the house, apparently as a punitive measure. The statistics above only relate to houses demolished on a punitive basis.

Note that for Palestinians Btselem cannot say "civilians" because in defiance of the Geneva Convention - which we all know you you are super keen on - palestinian "militants" don't wear distinctive markings to separate them from the civilian population. Not participating in hostilities includes members of Hamas's "naval command", people transporting ammunition and rocket launchers and members of Hamas's police. Hardly civilians. But even if they are considered civilians 2056/4376 = 46%.

I would HIGHLY recommend reading their opinions. The view of the arab judges is of course political motivated - as was the whole exercise as it is an advisory opinion and has no legal import.
