Israel should have acepted Hamas truce back in 2006. Hamas was prepared to stop Qassams in case Israel stopped all operations against palestinians both in Gaza and west bank. This was a good deal for israel. Given the fact that there is no love lost between fatah and hamas it would have been dificult for hamas to set foot on the west bank. In case violence resumed Israel could have always resume military operations.
