...this is being done because the Egyptian government probably realises that it has nothing to gain by allowing MORE terrorists ( there are already quite a few in Egypt including-but not limited to- the muslim brotherhood) than strictly necessary (!!!) in an Arab country ! After all , HAMAS may have been the best thing that happened to ISRAEL since it looks like Egypt may be under enough pressure to fully and totally curb the smuggling of guns.....and other sources of problems !

2. ok, they have done the minimum. nothing more for them to do
egypt can now say they have worked to prevent terror and can always point to this arrest as proof. whatever happens after this will be met with "look at what we did, we are trying", even though they won't lift a finger anymore. only when the terror affects them directly will the lazy sloth rise from its slumber and grudgingly act.
