There is a readily available defense against the rockets. In fact, the Israeli Navy may already use it. I know the US Navy does. Look into modifying the US Navy's CIWS to work in a land based mode. NO rockets would land and the spent slugs would fall in Gaza which is where the rockets came from. So you get defense plus a limited retaliation.
