Hamas would be able to lick it's wounds and gain support on the street because the borders were open and the world was handing out charity. Less kassams might fall, but the price of then having to later destroy a stronger Hamas would make the price to high. Olmert will consider world opinion which would be happy that there was no 'humanitarian' crisis but what would happen after the six months or longer period when Israel would be forced to invade Gaza - world opinion would then be stronger against any 'invasion'.
