When the soldiers opened fire on them the bags exploded, causing the deaths of the family members.

I hope that you are writing this under strong emotional stress and will think better of it. There seems to be no doubt that this family was used as human shields by gunmen. It is also possible that they were not killed by Israeli fire but by the secondary explosion of weapons or explosives in their surrounding. If you cannot see the difference between this victims (and I try to grieve for the children and their mother) in the wrong place at the wrong time and the intentionally targeted victims of suicide bombings , then you have lost your moral compass or never had one.
