I don't know,if Israelis understand that the US' Federal government could not preclude any building in a US state or city unless the area is declared for national defense purposes. Zoning is determined by local zoning boards, and there is the right to appeal in the courts. How Rice even has the nerve to intimate whether or not any local building should not be built is astounding.
