There is a part of that 50% figure that is not mentioned in the article- those who use psychiatric malingering to evade army service before and during.
Since Israel, like the rest of the "developed" world is a base for testing of highly toxic anti-psychotic pharmaceuticals, and faking the symptoms of psychosis is relatively easy in a society blanketed by war for over 60 years, the base head shrink or "Kaban" is always available to soldiers as an easy, though dishonorable, way out.
