As much as they hate residing in a "Jewish state", Israel offers them freedoms, opportunities and services that the PA can't and won't provide. That's why, as the security fence has been implemented, Arabs have "voted with their feet". Indeed, many "East" Jerusalem Arabs are seeking Israeli citizenship. If a redrawing of the border, allocating the Arab Triangle to a future Palestinian state, is ever close to implementation, expect a massive exodus to the "Israeli" side. Israel could well end up ceding the territory, but keeping most of its Arab residents.
