Natanyahus campaign is about being tough on terror and not giving continuing to reward the enemy and getting nothing in return. Livni also knows she cant promise to release every murderer in Israel in exchange for Gilad so she can go into an election saying she got him back so she should be PM. To do a deal like that she needs to keep Hamas sweet and not upset them to much and that means being soft on terror.
