Non of that can be achived as long as there is rocket attacks they want an artificial calm where they will let Hamas do what they want at least until the election to increase Livnis chances.
`Let them have their flour because we dont want to be seen by the world as trying to starve them all to death but anything else they want must come with a price tag and first and non negotiable demand must be the unconditional release of Gilad something this regime for years now has neglected to do.
If there is no unconditional release or end to the rocket attacks then there must be a military operation, this country has lost any deterent it once has and non of Israels enemies fear it anymore be it terrorists, Syria or Iran and the only way to change that is to proove this country still has got a little bit of courage left and mount a well planned military operation with clear goals and objectives ( not a repeat of Lebanon where we rushed in no political or military plans thought up in advance so it was a humiliation ) & unececary Israeli deaths.
Only well planned wars are worth fighting.
