1. Israel should consider operating a

distribution system directly to the communities affected.... taking phone orders from the stores, and delivering them. Call in an order....and have a main area of a city to pick up deliveries away from rocket fire. If you have too ....deliver the goods to the addresses. Trucks would have to be facilitated by the government for such operations. Since the plight of store operations might well be stopped often from rocket fire......stores could still stay in business with the Governments help. If a major confict erupts like what happened in Southern Lebanon..... Why should commerce come to a screeching halt. Let the government come up with a plan and a delivery system to keep the companies in business, as well as the public supplied with goods. We have Schwanns in the United States delivering food door to door every day of the week. These same trucks could be very effective during a war to deliver goods to citizens. School Buses with coolers could be used as well. Semi's with coolers too. The danger of the area from rocket fire, could be used to decide on what kind of deliveries should be done, and what kind of vehicle to use. If the danger is quite large.....then deliveries to homes directly should be considered. If the danger is less....then large trucks with central pick up points should be used. People can drive to pick up their goods. Why should commerce suffer because of religious nuts in Gaza and Lebanon? Work around the problem.
