How sophisticated is Israel being targeted? are grad rockets 'guided' to a target or 'dumb' randomly falling within a defined area?

Unlike our neighbours who shoves every civillian they can find into theirs then launch rockets from it knowing we will hit it. Our kids are at home or in a safe area being taught either there or via the inter-net.

But I've not heard any one complain here in Ashkelon. Our kids spend time in the Irya bunker having lessons or playing. They don't seem to mind. The only thing I miss is hearing them playing happily outside. May you be safe from the Katushas.
