The reason Hamas started firing rockets into Israel and begging Israel to start a war was because they were either tempted or pressured into it by Iran. Same thing true of the second Lebanon war. It is a heads-I-win tails-you-lose proposition. Israel does nothing, and it is perceived as weak and defeatist, and ripe for the picking.
