The odds are just not in Natanyahus favor right now to have a straight talking debate. You can be in a position where all the odds are in your favour and all the polls are saying your going to win by a landslide then you hold just one televised debate you dont come out of it well and it cost you the election. Sadly the Israeli people can have very short term memories when it comes to reality sometimes and if Livni can come out of a debate shining they will vote for her even if previously they would have gone for Natanyahu. TV is a powerful media unless its absolutly no way to avoid it why should Natanyahu gamble on a TV debate?
