Series of crude unlined narrow trenches or ponds pumped full of sea water will put the hurt on the tunnels. These trenches don’t need to be contiguous. Occasional blasting in these saturated areas will be cheaper and more effective that bombing sand with jet airplanes. Army engineering groups just need to be allowed by the government to do it.
