The Golan are a vital part of the State of Israel both from a military perspective as well as from a cultural one. The $3.5 billion in US military aid and the much smaller amount of financial aid cannot be stopped by Obama. Congress make those decisions and Israel has friends in Congress who will fight its side even amongst the Democrats.
