Palestinian people who are on ISRAELI territories have their rights as normal citizens. Palestinian people on non-Israel territories - Gaza, West Bank - are on occupied territories and have some rights suspended due to the international law. When they stop killing and abducting, they will get the state. Until then - when you talk barrel of a gun, the only person who would talk to you is another barrel of a gun. When they calm down and show that they can sustain a state without attacking Israel to cover up their inability to deal with every sovereign state's problems, they will get that state.
