The 'borders' from '48 were andd are armistice at Arab insistence in their 'treaties' with Israel. There will be places in "Palestine" that have a very long Jewish history , does that make them Palestinian? As to Muslim, what makes a Muslim state? And in Muslim states are non-Muslims accorded the same rights? Delve into history (the Egyptian Invasion of 1830s and it's resultant settlements would have Egypt with far more historical ties?) If he recognizes Israel as a Jewish state. Rather all he needs to recognize is Israel as a free independent state that has a right to exist! If Israel ever made peace with Iran would they recognize it as an Islamic Republic, or just as Iran! Either way the not one Palestinian so called refugee should set foot in Israel.
