Officially, Egypt must allow all ships of all nations through the Suez Canal. Reality can be different, and so some of those subs need to be permanently based for early access into the Indian Ocean. Israel doesn't face too many naval enemies on the Mediterranean coast. I see no need for attacking Turkey, Greece or Italy. Tunisia, Libya, Morocco are also non threats.
