Neutron bombs are much more expensive, and less effective.
"Maybe the people will be freed."
In that case, neutron bombs would be the absolute worst choice. These are designed to maximize radiation and kill as many people as possible, while leaving structures relatively undamaged.
For right now we hope KJI successor is equally materialistic, and cares more about rhetoric, image and self-appeasement than anything else. Will have to wait until we see who that is, and what his intentions are.
The hope is that he will be very greedy, and thus open to manipulation.
