Too bad the poor Africans weren't Palestinians. Then they'd get some recognition from human rights groups. The guards did fire a warning shot and the rest of them did stop running once they saw one of their buddies get shot, so its their own fault for not listening to the guards command.

Israeli border soldiers definitely can shoot to kill if intruders did not stop and that goes for any one. Border guards are not a joke. They are serious guys. Same rules apply to all. When fighting terrorists in either Egypt or Israel, police can shoot to kill because terrorists also do the same.
