This is the same mindset of the Jews in WWII that saw 6 MILLION of us die. The Temple Mount is Holy JEWISH land and this Rabbi cedes that land to rioting Muslims hoping that they will treat him well or because of something that MIGHT happen. This is a holy site for them, too. Barring them from entering the site, or age limiting the entrance to it, is religious discrimination. This is what caused all this rage we are hearing about.

While I would never doubt the fervent beliefs of the Haredim, even their Rabbiem don't know everything. R. Elyashiv is giving a blanket prohibition not to go up there, but that doesnt mean the Dati Leumi are wrong about where one can go.

If the Arabs, the UN or whoever keeps you from going, yes, that's religious discrimination. If the Torah says you should not go, that's no more religious discrimination than the fact that the Torah requires you to keep Shabbat, Kashrut, and Taharat Mishpacha, and puts no such requirement on non-Jews. Kol hakavod that you accept the Torah telling you the site is holy; how can you reject the same Torah when it tells you not to go up in a state of tumah, not to risk walking on the kadosh ha kadoshim, and not to disregard the rulings of the judges of our generation?

The Rambam in Hilchot Beit haBechirah chapter seven defines the positive commandment of mora hamikdash as visiting the Temple Mount, even in the time of the churban, with proper respect and in accordance to halacha, which he describes in detail.
